Purpose of the role:
To ensure the timely availability of quality goods and services at the most competitive prices and provide support for high-value procurement and contribute to supplier selection and performance evaluation as per policy. To carry out stock management and distribution, safe transport of goods and staff, and logistics support for training, workshops, and branches. To ensure that logistics and supply chain activities are optimized, efficient, and compliant for Living Goods Burkina Faso.

Duties and Responsibilities: 
  • Carry out, under the guidance of the head of procurement, market surveys for goods and services.
  • Populate and maintain supplier database by carrying out assigned tasks related to the prequalification process or the ad hoc approval of new suppliers.
  • Provide advice and technical support to user departments in developing goods and service specifications for inclusion in requisition or request for proposal.
  • Review requisitions and clarify specifications, if needed, develop request for quotation (RFQ), circulate RFQ, evaluate and rank offers, and issue purchase orders.
  • Prepare purchase orders, documentation, and contracts for goods, services, and works in the ERP.
  • Prepare documents to be reviewed and adopted by the Procurement and Evaluation Committees.
  • Aid user department successfully launch contracts, monitor implementation, and evaluate contractors' performance.
  • Assemble documents for payments to suppliers as per Living Goods' procedures.
  • Maintain regular contact with contracted suppliers to monitor adherence to delivery periods according to the terms of the procurement agreement.
  • Update users on the progress of their requisitions and promptly communicate any expected delay in delivery.
  • Collect data and measure suppliers' performance against service level agreement.
  • Maintain a list of barred entities (Supplier Blacklist) and regularly perform screenings against sanctions.
  • Prepare the Logistics annual budget in accordance with the anticipated level of operations.
  • Prepare and submit to Finance monthly spending and funding budget for Living Goods Logistics.
  • Ensure all Living Goods stock location remains in stock all the time and monitor the stock levels weekly.
  • Organize and coordinate monthly stock take, generate the stock variance report, and lead investigations thereof.
  • Ensure all inventory movement is executed in the ERP.
  • Monitor product expiries, damages, and slow-moving products across the branches and recommend action. Monitor implementation of quality control procedures by Living Goods Staff and Third-party providers.
  • Organize for reverse logistics (return of items under warranty) and disposal of stock items (damages and expiries).
  • Responsible for monthly and quarterly transportation planning (selection of transport mode, routing, delivery schedule).
  • Ensure cost-effective distribution of goods.
  • Manage all aspects of relationships with 3PL providers, warehousing, and transport providers.
  • Determine and organize vehicle and taxi movements.
  • Ensuring that the vehicles and taxis used meet the set standards, guidelines, and service levels.
  • Verification and first-stage approval of invoices from taxi companies to make sure they are in order and charged correctly.
  • Ensure the Living Goods vehicle is serviced on time and that records are properly kept.
  • Support other departments with logistical needs such as dispatch of training materials, equipment, and parcels.
  • Respond to ad hoc and unplanned delivery of supplies.
  • Track and report on logistics costs.
  • Prepare vehicle efficiency, maintenance, and cost allocation reports.
  • To drive the organization's overall supply chain strategy. To optimize the warehousing by identifying the ideal size, location, and layout to cater to Living Goods’ growing inventory.
  • Ensure a high level of compliance with local authority requirements for medicines procurement.
  • Perform all regulatory tests as required by local pharmaceutical laws to ensure certificate compliance.
  • Proper handling of all inventory items throughout the supply chain cycle to limit associated costs and reduce losses.
  • Perform periodic inventory level checks to determine replenishment intervals and maintain a low buffer stock.
  • Oversee end-to-end inventory management, including shrink monitoring, warehouse planning, and logistics across all Living Goods branches and warehouses to ensure efficiency, compliance, accurate reporting, and timely deliveries.
Qualifications:
Education:
  • Bachelor in procurement, logistics, supply chain management, or a related field.
Experience:
  • Minimum of 4 years’ relevant experience.
Knowledge and Skills:
  • Ability to analyze, comprehend, and articulate the operational goals and strategic plan of the organization to guide decision-making.
  • Leads the development of operational plans contributing to longer-term organizational strategy.
  • Interpersonal skills and high levels of integrity.
  • Build commitment through collaboration, consultation, and consideration of the stakeholders and the teams.
