The Opportunity:

The Digital Health Manager will lead the Center of Excellence’s work to harvest, synthesize and institutionalize digital health learnings across Living Goods’ country programs and government partnerships. You will design and maintain best-practice implementation models and playbooks, lead cross-country project execution and operational coordination, and drive adoption of scalable approaches that enable governments and partners to digitize community health systems at national and sub-national scale. This role blends program management, technical advisory, knowledge management and operational leadership to accelerate quality, performance and scale.

Key Responsibilities:
Governments, country & partner enablement
  • Synthesize cross-country learnings, shape best practices, standardize performance & implementation frameworks.
  • Support teams to translate Living Goods’ operational models for government adoption by helping cost, plan and prepare for national scale.
  • Co-design workshops, capacity-strengthening curricula and technical assistance packages for government and other partners.
  • Collect, curate and synthesize evidence, operational lessons, and performance data from Living Goods programs and partner governments to produce actionable guidance (playbooks, SOPs, implementation checklists, case studies).
  • Maintain a “living” Center of Excellence library (implementation guides, technical notes, demo flows) that teams can quickly adapt.
  • Define and maintain core performance indicators, standard workflows and quality assurance criteria for digitally enabled CHW programs (onboarding, supervision, commodity management, data quality, KPI dashboards).
  • Work with Data & M&E teams to standardize metrics, data definitions and reporting templates used across countries.
Knowledge Management and Communities of Practice (CoP) Coordination
  • Capture successful implementation models, operational tools, and digital transformation insights across countries and partners.
  • Manage centralized repositories for guidelines, templates, SOPs, job aids, and project documentation.
  • Translate complex technical or programmatic experiences into practical knowledge products for wide dissemination.
  • Support partners to codify tacit knowledge into usable public assets.
  • Establish and manage global/ regional CoPs focused on community health digitization.
  • Develop CoP governance, membership criteria, participation norms, and shared goals.
  • Curate knowledge-sharing activities such as webinars, learning series, newsletters, case study showcases, and technical deep-dives.
  • Facilitate peer-to-peer exchange between implementers, governments, and technical experts.
Project & program management
  • Lead cross-country projects that roll out new features, processes or pilots create project plans, manage timelines, risks, budgets and stakeholders; ensure high-quality handover to country teams and government partners.
  • Provide day-to-day coordination for Center of Excellence deliverables including workstreams, communications, stakeholder updates and vendor milestones.
  • Train and coach country digital leads, program managers and supervisors on best practices and governance for digital CHW platforms.
  • Design and track uptake strategies including learning cycles, community of practice, mentoring.
  • Oversee procurement and administrative tasks for CoE initiatives (vendor coordination, contracting support, travel planning for deployments).
  • Ensure compliance with Living Goods’ program and donor requirements.
Business Development and Advocacy
  • Collaborate with country teams to develop evidence-based documentation and share insights at conferences.
  • In collaboration with the BD team, drive fundraising efforts to finance government led initiatives, this will include developing high-quality proposals and partnerships.
  • Capture lessons learned by initiatives, develop insights and case studies to inform future programming, influence policies and practice and increase visibility of Living Goods.
  • Build and maintain relationships with stakeholders, including technology providers and other external partners.
  • Represent Living Goods in conferences and external meetings as and when required
Required qualifications & experience:
  • Bachelor's degree in Health Informatics, Computer Science, Information Technology, Project Management, or related field.
  • 5+ years’ experience in digital health, health systems strengthening, or related public health/technology roles.
  • Demonstrated experience managing multi-country programs and complex stakeholder ecosystems.
  • Strong program & project management skills - comfortable with budgets, timelines, and risk management.
  • Familiarity with digital health tools/platforms e.g. DHIS2, CommCare, OpenMRS, or CHT and interoperability concepts.
  • Excellent written and oral communication skills; ability to synthesize technical and operational content for diverse audiences.
  • Understanding of national digital health architectures, Interoperability standards (HL7 FHIR, OpenHIE, SNOMED, ICD-10) and the Global Health Digital Health guidelines.
  • Knowledge of community health information systems (CHIS), DHIS2, OpenMRS, CommCare, RapidPro, OpenSRP, or similar tools.
  • Ability to curate resources, manage repositories, and maintain knowledge portals.
  • Skilled at designing learning agendas, webinars, and peer-learning activities.
Desirable skills:
  • Experience working directly with government digitization initiatives including costing/planning/policy advising).
  • Technical familiarity with product lifecycles, user-centred design, or basic data engineering/analytics.
  • Experience in capacity building and adult learning design.
  • Fluency in French is a plus (for Burkina Faso engagement).

Working conditions & travel
  • Moderate travel (20-40%) across country programs and to partner/government meetings; flexible hours to support cross-time-zone collaboration.
