Background
Living Goods (LG) has over fifteen years of experience in developing and implementing data-driven and digital performance management approaches for community health workers (CHWs) in Kenya and Uganda. We empower Community Health Workers (CHWs) with digital tools that enable them to deliver door-to-door care. Living Goods in partnership with Ministry of Health in Kenya are embarking on building the capacity of stakeholders at all levels of government in our implementation regions, to design, develop, manage, deliver, monitor and evaluate health services and programs in their catchment areas.
In order to strengthen the capacity of the Ministry of Health on data driven performance management and impact, Living Goods is looking for a Consultant – Performance and Impact Lead to support MOH to drive impact, performance through strong monitoring, evaluation and data use.

Role summary
The role will work within the Ministry of Health to support the Division of Community Health Services and will focus on impact and performance, informing policy, guidelines development, as well as advocacy on key health service delivery issues. It is a blend of program management, technical advisory, knowledge management and operational leadership to accelerate quality, performance and scale. The role will guide the monitoring and evaluation system for reporting progress, and maintain reporting procedures, information assets and guidelines.

Additionally, the lead impact and performance will provide strategic direction on performance insights, structure and lead M&E learning, and build necessary capabilities for ensuring data quality. S/he will be expected to develop a robust monitoring and evaluation plan, coordinate the data flow from the electronic community health information system (eCHIS) including data validation, monitor the quality and completeness of data sets, contribute to the development of the program and document project performance against outputs and indicators. S/he will also be responsible for building the capacity of the Ministry of Health (MOH) and other stakeholders in the utilization, analysis and dissemination of data as well as ensuring that all monitoring and evaluation collection activities are harmonized and information is shared. S/he will also assist the MOH to monitor programs and assess the robustness of implementing organizations’ data collection and M&E mechanisms.

Key responsibilities
Standardize performance & implementation frameworks
  • Define and maintain core performance indicators, standard workflows and quality assurance criteria for digitally enabled CHW programs (onboarding, supervision, commodity management, data quality, KPI dashboards) within the Ministry of Health
  • Work with MOH Data Engineering & M&E teams to standardize metrics, data definitions and reporting templates used across counties.
  • Collect, curate and synthesize evidence, operational lessons, and performance data from the community health program to produce actionable guidance (playbooks, SOPs, implementation checklists, case studies).
  • Maintain a “living” Center of Excellence library (implementation guides, technical notes, demo flows) that MOH teams can quickly adapt.
  • Work in close collaboration with the CHU4UHC Secretariat to strengthen coordination and performance visibility across coalition members. This includes providing structured support to track, analyse, and report on coalition performance against agreed high-level indicators
Performance Intelligence & Data Use
  • Define and monitor Key Performance Indicators (KPIs) across all health programs in collaboration with the Department of Community Health to provide insights and identify bottlenecks in service delivery.
  • Foster a "data-first" culture across the stakeholders, ensuring that country, regional and supervision teams use real-time dashboards to drive daily decisions.
  • Provide oversight of advanced and predictive analytics to forecast health trends, resource needs, and potential health system failures before they occur.
  • Establish rigorous data validation protocols to ensure the integrity of data coming from the frontline (e.g., Community Health Promoters).
  • Serve as the lead for data ethics, ensuring all data collection complies with national digital sovereignty laws and privacy standards.
  • Translate complex datasets into compelling narratives for government stakeholders, donors, and other relevant partners.
  • Work closely with Ministries of Health to align organizational data quality with national Health Management Information Systems (HMIS).
Government engagement & program management
  • Lead impact and performance projects that roll out new features, processes or pilots. This includes coordination with PMU to create project plans, manage timelines, risks, budgets and stakeholders
  • Provide day-to-day coordination for set deliverables including workstreams, communications, stakeholder updates and government-led milestones.
  • Train and coach digital leads, program managers, M&E staff and supervisors on best practices and governance for digital CHW platforms, data use and governance.
  • Design and track uptake strategies including digital adoption, data use for insights and decision making, learning cycles, community of practice, and mentoring.
  • Oversee administrative tasks for impact and performance initiatives
  • Ensure compliance with Government regulations and policies, the deliverables of the program and contractual requirements.
  • Support teams to translate operational models for government adoption by helping cost, plan and prepare for national scale.
  • Co-design workshops, capacity-strengthening curricula and technical assistance packages for government and implementation partners.
Required qualifications & experience
  • Bachelor’s degree in Public Health, Global Health, M&E, Data Science, Statistics, Health Informatics, IT, or related field; master’s preferred.
  • 5+ years’ experience in M&E, data science, performance management, digital health, health systems strengthening, or related public health/technology roles with at least 2 years in a leadership role within the global health or international development sector
  • Experience working directly with government digitization initiatives ideally with hands-on experience in national and sub national level programs.
  • Demonstrated experience managing multi-country programs and complex stakeholder ecosystems (Ministries of Health, donors, partners, coalitions).
  • Strong program & project management skills very comfortable with work planning, budgets, timelines, and risk management.
  • Deep understanding of digital health ecosystems (eCHIS, DHIS2, CommCare, OpenMRS, or other national eCHIS) and data visualization tools (Tableau, PowerBI, or Superset).
  • Strong grasp of statistical software (R, Python, or STATA) and impact evaluation methodologies.
  • Excellent written and oral communication skills; ability to synthesize technical and operational content for diverse audiences.
Desirable skills
  • Technical familiarity with product lifecycles, user-centred design, or basic data engineering/analytics.
  • Experience in capacity building and adult learning design.
